The Office of the United States Trade Representative issued a statement on the 23rd local time, announcing the re-exemption of tariffs on 352 items imported from China. The new regulations applies to the commodities imported from China between October 12, 2021 and December 31, 2022. Last October, the USTR announced that it planned to re-exempt tariffs on 549 Chinese imports and opened for public comment. After nearly half a year, the Office of the US Trade Representative issued a statement on the 23rd, confirming 352 of the 549 items of Chinese imports that had previously been re-exempted from tariffs.
Verified by AgroPages, the list of 352 commodities contains the pesticide paraquat (content up to 45%), with the US import code: 3808.93.1500. The normal import tariff of this code is 6.5%. This exemption means that paraquat imported from China and declared through this code will not be subject to an additional 25% tariff between October 12, 2021 and December 31, 2022.

The US market imports 4,000-5,000 tons of paraquat each year, accounting for nearly 10% of China’s total paraquat exports. Paraquat continues to play a major role as a desiccant during harvest in the United States. This exemption has eased the pesticide cost burden of American farmers to a certain extent.
The ex-factory price of 42% paraquat TC has risen from around 14,000 yuan in April 2021 to around 25,000 yuan in November 2021, and is now stable at around 23,000 yuan.
According to the total amount of paraquat exported from China in 2017-2020, Brazil, Nigeria, Indonesia, the United States,Thailand, Australia, Argentina, Mexico, Paraguay, Taiwan and Vietnam are are the top ten destination markets with the highest export volume.
